Why the levy stopped
Klungkung is trying to restore a mooring service fee at local feeder ports. These link the regency mainland with Nusa Penida. The aim is to lift its own-source revenue, known as PAD.
Transport office head Anak Agung Gede Putra Wedana told detikBali that collection at the Angkal, Tribuana and Bias ports in Kusamba village was stopped after an inquiry by the district prosecutor's office.
What the law requires
Wedana says the government must provide a service at a port before charging for it. His office is now identifying which services each port needs and preparing cooperation with the existing community ports.
The sequence is to meet the conditions, sign an agreement, then start collecting. He said all mainland ports operate with permits. Of the four ports, only Mentigi on Nusa Penida is a regency-owned asset, so charging there is seen as legally safe.
Budget pressure
The PAD target in the revised 2026 budget went up by Rp 200 billion, from Rp 607 billion to Rp 807 billion. Regent I Made Satria asked the transport office to settle the levy quickly.
