Nusa Penida and Lembongan: the islands in numbers

Forty minutes by boat from Sanur and a different market: land 20–50× cheaper than Canggu, one- or two-night guests, guesthouses rather than villas. Lembongan is older and pricier (ADR $204), Penida bigger and cheaper (ADR $110). Klungkung regency is under the 2026 ban, and the Kelingking glass-lift lawsuit showed how the rules work here.

Penida is a limestone island with the Kelingking and Broken Beach cliffs, mantas at Manta Point and roads still being finished. Lembongan and Ceningan are small islands with seaweed farms, surf and boutique villas for weekenders from Sanur and Seminyak.

Penida's market is guesthouses at $80–120k and view villas at $150–250k on 25–80-year leases. Inland land $2,500–5,000 per are. 51% of listings are rooms, 59% of guests are couples in one-bedrooms. The risks are regulatory: Klungkung approves no new hotels or restaurants from 2026. The demolition of the glass lift on Kelingking cliff, ordered by the governor in November 2025, was challenged by the investor: the Denpasar PTUN court ruled in their favour on 3 September 2026 and the province is appealing.

A dinosaur-shaped headland above a white-sand cove, Nusa Penida's most famous view and one of Bali's symbols on social media. A viewpoint on top, a steep 40-minute path down to the beach not suited to everyone, and dangerous surf below. Before 9 am it is almost empty, by midday there are hundreds. Kelingking brought the island the flow of guests that shaped its rental market.

A circular bay the ocean enters through a natural rock arch. A path runs around the cliff edge with views of the arch and of the mantas that often swim below. There is no way down to the water. Angel's Billabong is 5 minutes' walk and the two are usually seen together. The island's west coast where both stand is its harshest: cliffs, wind, dirt roads.

A natural rock pool on the ocean's edge that fills with clear water at low tide. At high tide waves break over the rim and swimming is banned: people have died here. Best seen at low water in the morning. One of the island's most recognisable images, next to Broken Beach.

Penida's main swimming beach: white sand, calm water in a bay between two hills and a rock with a temple in the middle. One of the best dive spots for sunfish (mola mola) from August to October. Warungs and loungers on the sand and a sunset straight into the bay. The beach closest to Toyapakeh port, so a share of the island's guesthouses cluster around it.

A white-sand beach at the island's eastern tip below sheer cliffs, reached by a staircase cut into the rock in 2018. Turquoise water, a strong surf and swimming only at the edge. A viewpoint with swings above looks across to neighbouring Atuh. The east is furthest from the port but the quietest: ocean-view villas for those seeking seclusion are appearing here.

A cove next to Diamond Beach facing a rock arch in the sea and small islets. A 15-minute descent on steps, warungs with loungers below and calm water at low tide. Above, a path leads to the Rumah Pohon treehouse and the Thousand Islands viewpoints. Penida's most scenic coast and the furthest from the bustle of the port.

A rock ledge on Lembongan's south-west where ocean waves hit the cliff and throw up fountains of spray with rainbows. The island's main sunset spot, next to white-sand Dream Beach and Sandy Bay. Lembongan is smaller and more settled than Penida: paved roads, cafés, beach clubs. Villas on the island's south-west near Devil's Tear are Lembongan's most expensive.

A 140-metre suspension bridge between Lembongan and Ceningan, for scooters and pedestrians only. Rebuilt in 2017 after it collapsed. Beyond it lies Ceningan: the Blue Lagoon cliff-jump, Secret Beach and viewpoints. Below the bridge is the channel with seaweed farms, the islands' trade before tourism. The bridge is the hub of life for both islands: market, port and shops nearby.

A manta cleaning station below Penida's southern cliffs where reef mantas up to 4 metres across swim year-round. Snorkelling and diving from a boat, departing Toyapakeh or Lembongan, usually paired with Crystal Bay and Gamat Bay. One of the world's most reliable manta encounters and the main reason divers choose the islands over the Bali mainland.

Peguyangan Waterfall and Temple

Temple50 min from the Penida port

A blue iron staircase down a sheer cliff on Penida's south leads to a temple at a spring above the ocean. A 20-minute descent on steps over the drop, with holy-water pools and a view of the surf below. Sarong required, it is a working temple. One of the island's strongest experiences and not for those afraid of heights.
