PDAM (Perusahaan Daerah Air Minum) is each regency's municipal water utility. In and around Ubud connections run along the main roads but not to every plot deep in the villages; pressure and supply can drop in the dry season.
The practical villa set-up: a 2–5 m³ storage tank with a pump, fed by PDAM and/or a well, plus filtration. PDAM water is a small line in the running budget ($7,500–13,000 a year all-in for a two-bedroom Ubud villa); reliability of the source is what matters.
What to ask the seller: is there a PDAM account for the plot, what was supply like in August–October, is there a backup (a well with SIPA, or tanker delivery).
