SIPA (разрешение на забор подземных вод) · Surat Izin Pengambilan Air Tanah
SIPA (Surat Izin Pengambilan Air Tanah) is the provincial permit to drill and operate a well under the Water Resources Law 17/2019. Households with small draw fall under simplified rules; a rental villa's well counts as commercial and needs a SIPA, a meter and groundwater tax.
Why it became urgent: Bali's water demand is 4.06 billion m³ a year against 2.07 billion m³ available (Bali Net Zero coalition, 09.2026); the south is subsiding from over-extraction, and the province tightened well control with a legalisation deadline of 31.03.2026.
What to check on a villa: the water source (well, PDAM, tanker), a SIPA and meter on the well, the flow rate at the end of the dry season. In the complexes DOMA represents, water supply is part of the shared engineering and project documents.
