What the draft contains
The provincial draft budget for 2027 (RAPBD, still a proposal and not an adopted regulation) was discussed at the 55th plenary session of the DPRD on Monday 26 October 2026. Speaker Dewa Made Mahayadnya chaired and Vice Governor I Nyoman Giri Prasta attended, NusaBali reported.
Revenue is planned at Rp 5.72 trillion and spending at Rp 6.19 trillion. The deficit is Rp 475.95 billion, or 8.32%. Own-source revenue (PAD) is above Rp 4.5 trillion and central government transfers are above Rp 1.14 trillion.
The fall in capital spending
Capital spending, meaning construction and infrastructure, is proposed to fall by 58.1%. It drops from Rp 806.2 billion in 2026 to Rp 337.8 billion in 2027. This became the main subject of the factions' speeches.
Operating spending, by contrast, exceeds Rp 4.8 trillion, of which staff costs are above Rp 2.1 trillion. Transfer spending is more than Rp 856 billion.
The structure shows most of the money going to running costs. Capital spending is a small share of the Rp 6.19 trillion total, which is why legislators ask for a closer look at the balance between salaries, upkeep and development.
What the factions ask
The Golkar faction proposed trimming 10 to 15 percent from operating costs that are not tied to basic public services and redirecting the savings to capital projects. Its stated goal is to lift capital spending to at least 12% of total spending.
The Demokrat-NasDem faction asked whether the fall reflects tight finances or a view that infrastructure needs are already met. It also pointed to central transfers shrinking by more than half, from Rp 2.31 trillion to Rp 1.14 trillion, and asked the province to negotiate with Jakarta.
Revenue and roads
The Gerindra-PSI faction noted that regional revenue falls by 12.78% because of the cut in transfers. It urged adequate infrastructure funding, especially for road maintenance and irrigation, for which about Rp 79.62 billion is set aside.
The PDI Perjuangan faction argued that capital spending should not be judged by its size alone. Its representative called for a look at the whole spending structure and the region's mandatory needs, and for a PAD target above Rp 4.5 trillion to rest on realistic calculations given reliance on tourism.
For the property market this matters for a simple reason: roads, irrigation and utilities affect access and conditions in areas where villas stand. The source does not say which areas the cut would touch.
What it means and what is unclear
All of these figures relate to a draft. The provincial government has not yet answered the factions' questions. The source does not say which projects would be affected by the cut.
Readers should remember that the draft may change during the debate. Final amounts will appear only after the budget is approved.
