What was said at the forum
Pandu Sjahrir, chief investment officer of Danantara, Indonesia's state investment agency, spoke on Monday 26 October 2026 at the DTIIF 2026 investment forum in Jakarta. He reviewed progress on PSEL projects, which are plants converting municipal waste into electricity. Antara Bali reported his remarks.
The Greater Denpasar project is part of a first batch of three. The other two are in Bekasi and Greater Bogor in West Java. Sjahrir put construction progress in Bali at roughly 20%.
Danantara was set up by the state as an investment management agency. The DTIIF forum brought together participants discussing the fund's technology and infrastructure projects, and PSEL was one theme of the presentation.
Figures for the Bali project
In September and October 2026 crews were driving foundation piles on the site. Official Danantara data give investment of about Rp 3 trillion and processing capacity of 1,500 tonnes of waste per day.
Construction is expected to finish in late 2027 or early 2028, and operation is officially targeted for the first half of 2028. These are targets rather than completed milestones.
Connection to the PLN grid
Sjahrir said a power purchase agreement (PPA) between the project and state utility PT PLN could be concluded in about four months. A PPA sets the terms on which the grid will take the plant's electricity.
Until the document is signed, this remains the organisers' expectation. The timing depends on both sides agreeing, and the source does not describe the terms.
The PPA is an important step, because without it the plant could not sell the electricity it produces to the grid. The start-up date is therefore safer to treat as provisional until the agreement is concluded.
The wider programme
Danantara hopes 15 to 16 PSEL projects will be at tender stage by the end of 2026, with groundbreaking in the first quarter of next year. Sjahrir described this as a hope rather than a fixed schedule.
Four more projects in the Jakarta and Tangerang areas are due to be announced and opened for tender within two weeks. Bekasi is at land preparation and foundation stage. Bogor Raya 1 began construction on 17 September 2026, with Rp 2.8 trillion in investment, capacity of 1,500 tonnes a day and up to 1,200 jobs.
Legal basis
The programme rests on Presidential Regulation (Perpres) No. 109 of 2025 on handling municipal waste by turning it into renewable energy using environmentally friendly technology.
The source does not give the site location, tariffs or other details.
The regulation sets the national frame for the programme, while individual projects move ahead through separate decisions for each city.
