What the unions want
The Aliansi Semeton Pekerja Bali Bersatu alliance, which includes KSPSI Bali and FSPM Bali, took its proposals to Commission IV of the provincial legislature (DPRD Bali).
The headline demand is a 2027 UMP, the provincial minimum wage, of Rp 4.5 million a month. For economically stronger sectors, the unions want a sectoral minimum (UMSP) of around Rp 5.2 million.
Where the numbers come from
The unions base their case on KHL, the cost of a decent standard of living. Their surveys put it at about Rp 5.2 million a month, roughly Rp 2 million above the current UMP.
According to ANTARA, the 2026 sectoral minimum for accommodation and food services is Rp 3,267,693. FSPM secretary Ida Dewa Made Rai Budi Darsana called Rp 4.5 million a realistic step toward closing the gap. KSPSI Bali chair I Wayan Madra wants KHL surveys used as the reference.
The legislators' view
Commission IV chair I Nyoman Suwirta promised to pass the recommendations to the governor. He also stressed that the UMP cannot simply be raised, because it follows a formula and indicators set by law.
The DPRD also plans workplace checks to see whether employers pay at least the minimum. The unions further cite Constitutional Court ruling No. 168/PUU-XXI/2023 on worker protection.
Where things stand
For now this is a union demand, not an approved rate. The governor will set the final 2027 UMP after the official calculation.
If the UMP rose to the requested level, it would be about 40% above the 2026 rate. Even a partial increase would affect anyone employing tourism staff, including villa management companies.
