How much has been issued
BP Tapera commissioner Heru Pudyo Nugroho said that by 14 October 2026 the FLPP subsidised mortgage programme had financed 181,307 homes. Of these, 181,284 are houses and 23 are flats in apartment blocks (rusun). That makes multi-storey housing a negligible share.
The 2026 quota is 350,000 units, the same as in 2025. Slightly more than half has been used. From the start of 2025 to 14 October 2026, 459,468 units passed through the programme. The data were given after a meeting at the national planning ministry, Bappenas, in Jakarta.
A digital system for buyers
Heru said BP Tapera is developing a single digital housing system. Buyers will be able to find a list of subsidised homes, the developer and the financing terms in one place. He said it brings together three sides: housing demand, supply and finance. The system is still in development and no launch date was given.
Other programmes
The Ministry of Housing and Settlements (PKP) also reported on its Bedah Rumah renovation programme. It has completed 53,000 homes against a target of 400,000 for the year. Director General for settlements Fitrah Nur put overall progress at 57.7 percent. He said some works stand at 75 and 80 percent, while about 10 provinces lag and are being pushed to catch up.
The housing credit programme (KPP, or housing KUR) has lent Rp 27.37 trillion to 114,672 borrowers. It is aimed at developers, contractors, building materials traders and small businesses tied to building and buying homes.
The ministry's roadmap
Housing Minister Maruarar Sirait met National Development Planning Minister Rachmat Pambudy to discuss the ministry's 2025 to 2029 roadmap and to align housing targets with the national plan. The housing minister said he wanted Bappenas guidance on the report covering two years of the government's work on housing.
How to read the figures
A quota and actual issuance are different things. The quota shows how many units the state is ready to finance in a year, while issuance shows how many have been processed so far. About two and a half months of the year remain, and the source does not say whether the agency expects the quota to be used in full. It is too early to judge demand from this number alone.
One more detail. The renovation and credit data come from different agencies and cover different periods, so they cannot be compared directly.
What it means for Bali's market
Subsidised mortgages are meant for Indonesian residents on modest incomes and do not apply to foreign buyers or to the villa market. Still, the figures show where the state directs money and attention in housing policy: mass affordable houses and, so far, almost no flats. In Bali, where land is expensive, demand for affordable local housing runs into the price of plots.
The data say nothing about prices or about demand for investment property. They only describe one state programme and its delivery.
