In one sentence. A 5- or 10-year long-stay visa for those who prove funds — a deposit of about IDR 2 billion (~$125k) in an Indonesian state bank or property ownership of that value; no right to work.

The Second Home Visa (index E33) was introduced in late 2022 for affluent foreigners and retirees. The condition is proof of funds: a deposit from IDR 2 billion (~$125k at 2026 rates) in an Indonesian state bank for the visa term, or documented ownership of property at or above the threshold (in practice, titled property — for a leasehold, confirm with an immigration adviser). It grants a KITAS for 5 or 10 years, covers spouse and children, and excludes employment.

For a villa owner it is the most accessible "live in Bali" route: a lower threshold than the Golden Visa and no company needed. Downsides — the deposit is locked, and 183+ days makes you tax resident (worldwide income).
