Indonesian law requires an environmental document for any construction, tiered by scale and impact (PP 22/2021). SPPL (Surat Pernyataan Pengelolaan Lingkungan) is a management statement for small projects, issued quickly via OSS. UKL-UPL is a monitoring and management plan for mid-size projects, e.g. a 10–20-villa complex. AMDAL is a full impact assessment for large developments.
For a buyer it is part of the developer's package: the Most and Sun Rise projects DOMA represents have an SPPL on file alongside the NIB and zoning materials. A missing environmental document means the PBG was either not obtained or obtained irregularly.
A separate 2026 topic is villa waste rules (sorting, no burning, fines): they do not replace the SPPL but are checked when rental licences are issued.
