What was seen on the beach
On 14 October 2026 NusaBali reporters inspected Pandawa Beach in South Kuta, Badung. There are 50 kiosks and one toilet block along the shore. New facilities at a tourist beach were not in themselves the issue. The questions are where exactly the buildings stand and on what basis.
The outlet notes that for coastal structures a building permit alone is not enough. It must also be checked whether zoning allows the activity, whether the coastal setback line was breached and whether special beach rules apply.
Setback line and zoning
The coastal setback (sempadan pantai) is a strip along the shore where building is banned or tightly restricted. Its boundary is set by spatial planning rules. To learn whether the kiosks fall inside it, measurements and a check by the competent agency are needed.
The source reports no such results yet. The outlet says plainly that without comparing against official documents it cannot be stated that every requirement is met. Nor can the opposite be stated, as no breach has been proven.
Who owns the land
Land status is a separate question. According to information circulating in reports, land records list the company PT BRW. The village, however, says part of the land was donated to it (hibah). The outlet stresses that there are not enough documents to link this information to the plot where the kiosks and toilet stand.
To make sense of the case it matters who holds the land right, where the plot boundaries run and whether a valid donation document exists. Land status, building permit and zoning compliance are three different checks, each with its own legal basis.
What officials say
The head of Badung's tourism office, Anak Agung Putri Mas Agung, was asked about buildings said to relate to the coastal setback. She replied in writing that the office is still coordinating and looking for a solution and common ground. If there are developments, they will be shared.
In the outlet's assessment, this reply does not disclose the results of any setback check, permit review, zoning check or land status review. So the case remains unclear, and explanations from the technical agencies are needed.
Why it matters for the market
Pandawa Beach is a known tourist spot in southern Bali with a lot of commercial activity around it. The story shows how easily three questions blur on the coast: who owns the land, what is allowed on it and where the boundary runs. If they stay open, any business built on such structures is open to question too.
Status as of 15 October: there is no check result and no decision. This is a report about uncertainty, not a proven violation.
