OTAs to auto-delist unlicensed villas from June 2027

Indonesia's tourism ministry now requires online platforms to show licence numbers for villas and other stays. From 1 June 2027 checks will run automatically between OSS and OTAs, and unlicensed listings will be removed.

What it means for investors: After June 2027 a villa that is not registered in OSS simply will not appear on OTAs, and nightly rental income drops to zero.

Tourism ministry to delist 1,600 unlicensed stays from OTAs

Indonesia's tourism ministry has identified about 1,600 unlicensed accommodation businesses selling through online travel agents. From 1 August 2026 they face removal from the platforms unless owners obtain permits.

What it means for investors: If your villa is rented through OTAs without an NIB and the correct KBLI, it can vanish from the platforms along with most of its bookings.

The government extended the deadline for accommodation businesses to put their licences in order to 31 May 2026. The industry points to widespread use of the wrong KBLI codes and rentals disguised as other formats.

Koster: OTAs may list only licensed stays with an NPWPD

Bali's governor has set conditions for online platforms: they may promote only licensed properties that hold an NPWPD tax number. He estimates illegal bookings cost the province about half of its potential PHR tax.

A Bali legislative committee has recommended a temporary closure of the Plataran resort in West Bali National Park. Five of its villas stand directly over protected mangroves.

Bali enacts regulation on land conversion and nominee ban

Bali now has Provincial Regulation No. 4 of 2026, which restricts conversion of productive land and bans nominee arrangements. Experts doubt it will be enforced firmly.

What it means for investors: Buying land in an Indonesian's name on behalf of a foreigner is now explicitly banned by provincial regulation.

Bali governor tells Airbnb to remove unlicensed villas

Governor Wayan Koster met Airbnb representatives in Denpasar and asked the platform to remove unlicensed listings. Owners were given until the end of March 2026 to obtain permits and register for tax.

What it means for investors: Airbnb has publicly agreed to work with Bali's authorities, so the risk of unlicensed listings being removed has grown.

Bali governor bans farmland conversion with Instruction No. 5

Bali Governor's Instruction No. 5 of 2025 requires regents and the Denpasar mayor to reject conversion of farmland to other uses. Converting LP2B land can bring up to five years in prison under national law.

What it means for investors: Buying a leasehold on a rice field in the hope it will later be rezoned is now riskier, because regencies are required to reject such requests.

BKPM cuts PT PMA minimum capital to Rp 2.5 billion

A new regulation from the investment minister and BKPM head, No. 5 of 2025, lowers the minimum capital for foreign-owned companies (PT PMA) from Rp 10 billion to Rp 2.5 billion. It took effect on 2 October 2025.

What it means for investors: If you want to rent out a villa as a business in your own name, a PT PMA is now cheaper to capitalise.
