What was found
On 18 July 2026 the Bali legislature's special committee on spatial planning, assets and licensing (Pansus TRAP) reported on its review of the cliffs in Pecatu village, South Kuta, Badung.
Four projects are in focus: Rockfish Uluwatu, Nova Ocean Hotel, Dream Project and Stone Villa Uluwatu. According to the committee, some structures reach beyond the cliff edge and rest on concrete supports.
Missing paperwork
Several projects lack an in-principle permit (izin prinsip) and environmental documents, including an AMDAL impact assessment. The committee cites Law No. 32/2009 on the environment, Law No. 28/2002 on buildings and Law No. 26/2007 on spatial planning.
Dream Project is at the excavation stage with no permits. Stone Villa operates as a wedding venue. Nova Ocean Hotel is under construction. Cliff development falls under provincial authority.
Next steps
Committee chair I Made Supartha said the violations were very clear. The committee will hold internal meetings and draft recommendations, and a temporary suspension of building and operations until permits are complete is on the table.
Pecatu has seen this before. In January 2026 the committee gave The Edge resort until 20 January to obtain its KKPR and UKL-UPL environmental documents.
Lessons from the January case
In January the committee noted that The Edge had an OSS business registration number but no KKPR or UKL-UPL. Its pool broke the cliff setback, and a restaurant operated inside a coastal cave being assessed as a cultural heritage site.
Committee secretary I Dewa Nyoman Rai warned then that the property would be cordoned off if permits stayed incomplete.
