What Badung announced
Badung is home to Kuta, Canggu, Seminyak, Uluwatu and Nusa Dua. Its officials said they will move permit processing fully into the Mal Pelayanan Publik (MPP), a centre where staff of different agencies work under one roof. Regency secretary Ida Bagus Surya Suamba made the statement at a technical coordination meeting on permits in Mangupura on Tuesday 13 October.
He framed the logic simply: permit service should be easier and faster, and people should not shuttle between offices for a single permit. To support that, competent staff will be stationed in the MPP on a continuing basis.
The word integration here means an applicant goes to one place instead of to each agency separately. The source does not say which services are on the list or how duties are split between agencies.
Digital tracking and transparency
Beyond the physical integration at the MPP, the government is pushing a digital information system. Suamba said applicants will be able to follow every stage of their application in real time. In his words, this is meant to give legal certainty.
The source names no launch date, no system name and no operating details. For now this is a stated direction, not a working service.
Why the system is changing
Officials describe the reform as a direct response to complaints from residents and businesses. They had pointed to unclear information and awkward coordination between agencies. Suamba said he is optimistic that closer cooperation will create an effective, transparent and accountable service that supports sustainable investment growth in the regency.
Assistant for economy and development I Made Agus Aryawan called the integration a turning point to remove sectoral ego between local government units.
Authority and time standards
Aryawan asked that MPP staff hold full authority to make service decisions. In his view they should not merely guard an information desk. He also said a unified standard operating procedure (SOP) and a service level agreement (SLA), a clear time standard for each service, will be drafted soon.
The SLA is meant to fix how long a permit takes so that processing does not drag on. That remains an intention. The source gives neither the documents themselves nor a date for adopting them.
The difference will be tangible for applicants only if MPP staff can really decide on the spot. For now that is a request from the assistant secretary, and the text does not confirm that the powers have been widened.
Context for property owners
Permits in Badung cover a wide field, from the PBG (building permit) to papers for guest villas and businesses. Delays and scattered requirements are often the main headache for owners and builders, so any attempt to merge the process into one window matters to the market.
It is still important not to confuse statements with results. So far only intentions and broad principles are public. Actual timelines, the service list and staff powers will become clear once the regulations are approved.
