BPN (Badan Pertanahan Nasional, within the ATR ministry) registers land rights, issues SHM/SHGB/Hak Pakai certificates and records mortgages (Hak Tanggungan) and seizures. All land transactions are registered at BPN through a PPAT notary.
Two levels of check for a buyer. First, the public Sentuh Tanahku app: by certificate number it shows whether it exists, the type of right, area and status. Second, the notary's official request (pengecekan sertifikat) to the regency BPN office: an extract with encumbrances, disputes and the current holder. The second step is mandatory before any payment; a PDF "extract" from the seller is no substitute.
ATR/BPN also runs the RDTR maps (GISTARU portal) and the LSD protected rice-field register.
