In one sentence. A satellite-based register of active rice fields approved by the ATR/BPN ministry; a plot in the LSD will not get land-use confirmation for development.

LSD (Lahan Sawah Dilindungi) is the list of plots the ATR/BPN ministry identified as active rice fields from satellite data and fixed by decree (Kepmen ATR/BPN 1589/2021 for Bali and several provinces). Unlike LP2B it is not zoning but a factual register: land may be residential under the RTRW and still be in the LSD if the image shows rice.

Consequence: when a KKPR is requested the system checks coordinates against the LSD, and a match yields a refusal or a requirement to go through a de-listing procedure, which Bali has practically stopped running since 2026.

In practice sellers show the "yellow" RTRW map and stay silent about LSD. The check is a BPN/ATR enquiry by plot coordinates, done by the notary or lawyer during due diligence.
