OSS-RBA (online single submission)

In one sentence. The government's online licensing portal that issues NIBs, KKPRs and licences under a risk-based approach; also where any developer or management company is verified.

OSS-RBA (Online Single Submission — Risk-Based Approach) is the national business-licensing system under PP 5/2021. Each KBLI code carries a risk level that determines what is required: low risk — NIB only; medium — NIB plus a standard certificate; high — a full licence.

OSS handles company registration and NIB, KKPR zoning confirmation, environmental documents (SPPL/UKL-UPL) and accommodation licences. For a villa buyer OSS is the verification point: a developer's NIB shows the legal entity, activity codes, registration date and status; a KKPR number shows the plot and function.

It was in OSS that, in May 2026, registration of new PT PMAs in Bali under 18 KBLI codes was switched off — the restriction is implemented in the system, not as a "recommendation".
