KKPR (Kesesuaian Kegiatan Pemanfaatan Ruang) is issued through the OSS system on the basis of the RDTR/RTRW spatial plan and answers one question: may the stated activity — say, commercial accommodation under KBLI 55193 — be carried out at these coordinates. Two forms exist: KKKPR (automatic confirmation when the plot sits squarely inside an RDTR) and PKKPR (approval after review when no RDTR covers the zone or an assessment is needed).
Why it is the first document we ask for: no KKPR, no PBG — and any construction is illegal. A zone colour on a map is not a KKPR: a plot in a "pink" tourism zone can still fail one of four tests (function, intensity, setbacks, infrastructure) — a typical outcome after plots are subdivided.
What to read in it: coordinates and area match the certificate; the stated function is commercial accommodation, not "dwelling"; number and date verify in OSS. For Mirador the KKPR and the PBG (issued 06.08.2026) are open to investors before the deal.

Are KKPR and PBG the same thing?
No. KKPR confirms the plot may be used for the stated function. PBG permits construction of a specific building to a design. The order is always KKPR → PBG → build → SLF.
