Perda / Perbup / Pergub (regional acts)

A Perda (Peraturan Daerah) is a law passed by the provincial or regency legislature; a Pergub is a governor's regulation; a Perbup a regent's regulation. National laws set the frame (UUPA, Spatial Planning Law 26/2007), and Bali's specific rules live here.

Acts that define the villa market in 2026: Perda Bali 2/2023 — the provincial RTRW and Article 96 on tourism use in residential zones; Perda Bali 4/2026 — criminal liability for rice-field conversion and nominee schemes; the six regencies' moratorium decisions on new hotel and villa permits; Gianyar's RDTR acts for individual districts.
