In one sentence. Regional laws of Bali province (Perda) and regulations of the governor (Pergub) and regency heads (Perbup); these introduced the RTRW, the rice-field conversion ban and nominee liability.

A Perda (Peraturan Daerah) is a law passed by the provincial or regency legislature; a Pergub is a governor's regulation; a Perbup a regent's regulation. National laws set the frame (UUPA, Spatial Planning Law 26/2007), and Bali's specific rules live here.
