Green on the maps is Kawasan Pertanian, agricultural land, with the special statuses LP2B (protected food-crop land) and LSD (satellite-registered rice land) inside it. Housing and villas cannot be built here, and converting the land to development is a procedure Bali's authorities have effectively frozen since 2026.
Bali Perda No. 4/2026 made converting a rice field into a villa a criminal offence: up to 5 years' imprisonment and fines up to IDR 1 billion, confiscation, liability for nominees and intermediaries. The 2026 moratorium in six regencies additionally halts new hotel and villa permits in overheated zones.
The buyer's trap is obvious: the prettiest, cheapest land with a terrace view is almost always green. The check takes ten minutes on the RDTR map and is confirmed by a KKPR; without one the plot is not bought at any price.
