RTRW (план территории провинции/округа) · Rencana Tata Ruang Wilayah
RTRW (Rencana Tata Ruang Wilayah) is the 20-year general spatial plan adopted by regional law (Perda). Bali has a provincial RTRW (Perda Bali 2/2023) and regency plans, including Gianyar, where Ubud sits. It divides the island into zones: Kawasan Pariwisata (tourism), Kawasan Permukiman (residential), agricultural and protected land, infrastructure corridors.
RTRW is the top layer. It shows direction but does not answer for a specific plot: that needs the detailed RDTR and a KKPR confirmation. The RTRW level is where the "sacred zones" around temples, coastal and river setbacks, and Article 96 of Perda 2/2023 — allowing tourism use inside residential zones under conditions — are fixed.
Rule of thumb: if the seller shows only an RTRW map and a zone colour, that is an illustration, not a check.
