The 15-metre rule is a provincial spatial-plan norm capping building height at 15 metres (about four storeys), save for specific exceptions for infrastructure and state facilities. Informally "no taller than a coconut palm", it dates from a 1971 decision and is retained in Perda 2/2023.
For a villa buyer it is a filter on offers: "apartment" projects of five or more storeys in Bali either breach the rule, are built in violation of their PBG, or stay on the renders. A two-storey villa (Mirador, Forma, Most — 72 m² over two levels) sits comfortably within it.
