SLF (certificate of fitness for use)

In one sentence. The certificate that the completed building matches the PBG and the codes and is fit for use; issued after construction and required for legal rental and handover.

SLF (Sertifikat Laik Fungsi) is the equivalent of an occupancy certificate. The regency issues it after inspecting the finished building against the PBG design and technical requirements: structure, electrics, fire safety, sanitation. Validity: 20 years for residential, 5 years for commercial buildings, then renewal.

Why the buyer needs it: no SLF, no legal commercial rental (since 31.03.2026 platforms check the NIB + KBLI + PBG + SLF package), no proper handover, and a discounted resale. In DOMA-represented projects the BAST handover act is signed after the SLF is obtained.

What to check on a completed villa: the SLF is issued and current; its function is commercial if you plan to rent; the building on site matches the design (an unpermitted extension voids fitness). Who pays for the SLF if the developer failed to obtain it must be in the contract.
