BAST (Berita Acara Serah Terima) is the bilateral handover act. Attached to it: a snag list with deadlines for fixes, the as-built fit-out specification, keys and access codes, and the document set — PBG, SLF, utility drawings, equipment manuals.
In DOMA-represented projects the BAST is signed after the SLF is obtained; the final 10% is paid on signing; contractor warranties run from that date — 5 years structure, 2 years utilities, 1 year finishes and equipment. With the keys the investor receives the villa's digital passport, and the owner portal switches to operating mode.
Do not sign the BAST without an on-site inspection, yours or an independent engineer's: after signing, visible defects move from "outstanding works" to "warranty claims", a different procedure with different timelines. The inspection checklist is in the article.
