What officials said
On 14 October, at a plenary session of the Gianyar legislature (DPRD), Deputy Regent Anak Agung Gde Mayun set out how the regency plans to spend its 2027 budget. One large item, Rp 155.4 billion, will go to building and maintaining roads. This is still a draft budget, not an approved document.
The money comes from two tax sources. These are the opsen on the motor vehicle tax and the opsen on the vehicle title transfer tax (BBNKB). An opsen is, in effect, a surcharge, a slice of the tax that regencies now receive alongside the province. The deputy regent estimated the vehicle tax opsen at Rp 81.08 billion. The report does not give a separate figure for the second tax.
How roads will be chosen
Repairs will begin gradually and by priority. Officials named several criteria: how badly a road is damaged, the length of the regency-owned section, how long the work will take and requests from residents. In practice the first jobs will be major roads, the stretches that can be fixed fastest and those residents need most.
The deputy regent added that this order is meant to keep planning and execution within the rules. He also said the quality of the work would be checked against technical specifications.
Village roads and other plans
The regency is currently collecting data on its village road network in seven districts (kecamatan). This inventory will guide priority-based building and repair of roads linking villages, in line with technical requirements. Officials describe the aim as spreading infrastructure evenly, connecting villages and districts so that goods and services move faster.
The deputy regent said he hopes repairs will reach the whole regency evenly, which should cut transport costs and travel time. That is a statement of intent, not a promise of specific results.
What else is on the agenda
Besides roads, the regency's plans include building and repairing irrigation networks and a programme to repair school buildings. The source gives no amounts for these areas.
For readers in and around Ubud this means that road access to land in Gianyar depends on regency decisions as well as private investment. Road condition affects the cost of delivering building materials, guest transfer times and how attractive a location is for rental.
Status and timing
All amounts refer to the 2027 budget, which has yet to be approved. The list of specific roads and the work schedule have not been published in the source. Only the overall volume and the selection principles are known so far.
Watch for the final version of the budget and the list of road sections. If your street is missing from it, that is not a refusal, but repairs may come later.
