Scale of the program
Contracts were signed on 18 July 2026 in Tegallalang. The budget is Rp 189.8 billion across 36 packages. In 2025 the regency spent Rp 191.5 billion on 55 packages.
The district network covers 560.95 km over 349 road segments. Public works (PUPR) data show 452.49 km, or 80.66%, in good condition and 108.46 km damaged.
Goals and timing
Regent I Made Mahayastra aims to bring sound roads to about 85% by the end of 2026. He says damaged district roads should be fully dealt with within three years.
In September the regent inspected five sites in person. They include the Keliki, Sebali, Payogan road near Ubud, then 5.6% complete. He wants work finished by November, with December as the latest date.
What to keep in mind
In early September the inspected sites ranged from 5.6% to 12.3% complete. Most of the work will therefore fall in the last months of the year.
These dates are administration targets, not results. Contractor delays are common in Bali.
Which roads are in the works
Besides the Keliki, Sebali, Payogan road, the regent inspected sections at Tojan, Perangsada, Saba, plus Tebuana, Gelumpang, Samu, Belang and Tengipis, Gambih. Five packages were already done and ten were under way when the contracts were signed.
Keliki and Payogan lie north and northwest of central Ubud. The area has many villas set among rice fields and reached by narrow village roads.
Repairs to such roads matter most in the rainy season, when potholes and washouts grow quickly. For guests it is a matter of safety on a scooter or in a car.
