Where the money comes from
Badung Regent Wayan Adi Arnawa described the Rp 2.9 trillion in loans at a provincial coordination meeting on 8 June 2026. He said the regency is betting on infrastructure to support quality tourism.
The regency reports 6.5% economic growth in 2025 and unemployment of 1.57%.
Which roads
A western ring road is meant to ease the route past GWK park towards Uluwatu. It is under construction with completion expected in 2027. Access from the Uluwatu area to Melasti beach is also being improved.
A road from Berawa to west Teuku Umar in Denpasar started this year and is due to be finished by the end of 2026. Another corridor runs from west Gatot Subroto to Canggu.
Plans for Canggu
In August 2026 Adi Arnawa said Badung plans one-way traffic in Canggu running east to west. The regency is also consulting international advisers on an underground transit corridor towards Jalan Gatot Subroto.
The one-way scheme and the underground corridor are still plans with no firm dates.
Zoning enforcement
At the same time, the Badung regent promised firm action against spatial planning violations in Canggu. He said that if they go unchecked, tourists will no longer feel comfortable, which would hit visitor numbers and regency revenue.
The loans let the regency avoid waiting for central budget money, but they must be serviced from local revenue that depends mostly on tourism.
