What the lawmakers said
The Golkar faction in Badung's regional parliament (DPRD) commented on a plan for a water taxi from the Ngurah Rai airport area to Perancak beach in Berawa. This is in Tibubeneng village, North Kuta district. The central government put the idea forward to ease traffic in this part of the island.
Faction secretary I Gede Suraharja spoke at the plenary session on Thursday 5 November 2026. The faction asked the Badung government to proceed with care and to require a comprehensive study. In his words, new transport modes should not cost the regency a tourism asset known worldwide.
Why waves matter here
The faction noted that Batu Bolong and nearby beaches are known for their waves and surfing. Members do not want marine transport operations to change the character of the surf that draws visitors to Berawa and Canggu.
Suraharja also said that ideas for easing congestion, including the water taxi, a commuter train and an underground tunnel, deserve recognition. But each should go ahead only after a mature feasibility study.
What the ministry says
The Coordinating Ministry for Infrastructure and Regional Development stressed that the project is not final. At least 14 further studies are still due with Udayana University. They will test wave characteristics and possible changes to shoreline sediment caused by a breakwater.
The government also said it will not push the project if technical, environmental and socio-cultural studies show it is unsuitable. This is a statement and not a decision, and the source gives no dates.
Land, a temple and fishers
The pier needs more than three hectares of land near Perancak beach. The Badung government has already warned that the project must not affect Pura Segara, a temple where holy water is collected, or the work of 50 to 80 local fishers.
For land matters this means any decision will go through consultation with the community and the relevant agencies.
Other Golkar proposals and the 2027 budget
The faction made five more proposals. It asks for utility cables to be buried so that they do not disrupt ceremonies, for sidewalk works on Jalan Raya Padonan to continue, for faster cooperation with BPJS Kesehatan (national health insurance) at the Giri Asih and Suwiti hospitals, for integrated congestion handling in North Kuta and for health workers in school clinics.
At the same session Golkar backed Badung's draft 2027 budget of Rp 13.3 trillion. It becomes a regional regulation after evaluation by the Bali provincial government. The faction also approved three more draft regulations: phased capital injections of Rp 150 billion into the Tirta Mangutama water utility, up to Rp 150 billion into the regional credit company PT Bali Mandara by 2030, and repeal of a 2010 regulation on population administration.
