What is happening
An RDTR is a detailed spatial plan that sets what can be built where, down to individual plots. Kuta district in Badung regency has begun revising its plan. The first public consultation was held on Thursday, 1 October 2026.
Participants included district head (camat) I Made Agus Suantara, the public works and spatial planning department PUPR and the environment department DLH. Customary leaders and residents also attended.
Building and business permits are checked against the RDTR. Any change to the plan therefore affects both future projects and properties already operating.
What participants asked for
Participants called for a bigger say for the desa adat, the customary village, in planning decisions. The protection of temples and sacred zones was discussed separately.
They also raised flood management, better pedestrian paths and waste handling. Residents proposed hiring rules that benefit local people as well.
Next steps
The camat explained that this is a revision of an existing plan rather than a new document from scratch. The planning horizon is twenty years, from 2026 to 2046.
The input will be reviewed and refined before a second public consultation is scheduled. The report gives no date for that session or for final approval.
Until a new RDTR is adopted, the current plan applies. The changes under discussion remain proposals.
