The announcement
On 20 July 2026 a meeting on Bali's development took place at the governor's office in Denpasar. Coordinating Minister Agus Harimurti Yudhoyono, Deputy Agrarian Minister Ossy Dermawan and Governor Wayan Koster attended.
Dermawan called spatial planning the compass of development and the RDTR (detailed zoning plan) its working tool. He said Bali needs 75 RDTRs. Of these, 30 are already integrated with OSS, the national online permit system, and 4 more are in progress.
Where integration is complete
Denpasar, Badung and Gianyar are fully connected. These regencies cover Canggu, Seminyak, the Bukit and Ubud, where most of the villa market sits.
Integration means a project's fit with its zone is checked against the digital RDTR map when an application goes into OSS. The other regencies still have to get there.
Tasks for agencies
According to Antara Bali, the agrarian ministry was told to keep the provincial RTRW plan aligned and to act against commercial building that encroaches on coasts and rivers.
The province must bring regency plans in line with national standards and tighten control of land conversion. The food coordinating ministry is to protect farmland within the RDTRs.
Other progress figures
The meeting also covered tourism, the creative economy, transport and aviation, with spatial planning described as one package together with infrastructure.
In September 2025, BPN Bali head I Made Daging gave a different breakdown: 32 of 54 RDTR plans complete and 11 in progress. The sources do not explain the difference in the total number of plans.
