In one sentence. District-level zoning detail: specific functions, density, height and setbacks per block; the basis for automatic KKPR.

RDTR (Rencana Detail Tata Ruang) refines the RTRW down to blocks and plots: which zone, which activities are permitted, conditional or prohibited (the ITBX matrix), building coefficients (KDB, KLB), height and setbacks. Where an RDTR is adopted and digitised, KKPR is issued automatically (KKKPR) — the system checks the coordinates itself.

In Ubud and Gianyar regency some areas are covered by an RDTR and some are not; uncovered zones go through review (PKKPR), slower and with an assessment. The public RDTR map is on the GISTARU portal of the ATR/BPN ministry — the free starting point for checking a plot by coordinates.

Limit of the method: the map shows the zone but not the latest restrictions (the 2026 moratorium in six regencies, changes after subdivision). So the map is step one; the KKPR is the confirmation.
