In one sentence. A table in the RDTR that gives, for each zone and each activity (by KBLI), one letter: I — permitted, T — limited, B — conditional, X — prohibited.

ITBX stands for Izin (permitted), Terbatas (limited), Bersyarat (conditional) and X (prohibited). The matrix is attached to the RDTR and answers more precisely than a zone colour: may activity 55193 (short-stay villas) be carried out in zone R3 (residential) — and if so, under what conditions.

Why it is the key to the "yellow zone": much of Ubud lies in Kawasan Permukiman (residential), and under the ITBX matrix tourist accommodation there can be "B" — permitted with conditions (area, parking, sanitation, banjar consent). The KKPR is then issued under a commercial KBLI and the villa can be rented legally. This is what DOMA verified in the field for Ubud plots: KBLI 55193 in a yellow zone is confirmed through the KKPR.

Takeaway: the question is not "what colour is the zone" but "which KBLI code is confirmed in the KKPR for these coordinates".
