Six to eight weeks of waiting for a land certificate after a deal in Bali was the norm that sellers and notaries had grown used to. Since 17 August 2026, two regencies on the island cap that wait at ten days, and four more joined on 24 September, including Gianyar with Ubud. The reform is called PERINTIS and applies to every transaction that transfers rights to land. It affects a leasehold villa buyer differently from what the headlines suggest, and this article explains exactly where.

What changed and from which date

PERINTIS (Peralihan Hak Terintegrasi, integrated transfer of rights) is a programme of the Ministry of Agrarian Affairs and Spatial Planning (ATR/BPN) that merges three previously independent steps of a title transfer into one process with a single time limit. It started on 17 August 2026 at 17 land offices across the country, including two in Bali: Badung and Buleleng. On 24 September 2026, the national land and spatial planning day, the ministry expanded it to 95 offices in 19 provinces. The second-wave list names four Bali offices: Denpasar, Tabanan, Gianyar and Jembrana. The head of BPN Bali, Eko Priyanggodo, had named Tabanan and Denpasar as candidates for the second wave back on 13 August, and the final list turned out wider. The ministry's target: every land office in Indonesia by 1 January 2027.

Before the reform a transfer in Bali took 55 days on average. The figure was given by the head of the provincial BPN office on 13 August 2026, and it matches what we saw in DOMA deals: after a land purchase the certificate arrived in six to eight weeks, longer if the tax verification raised questions.

How the 10 days work: 3 + 2 + 5

The limit is split between three participants, each with its own cap.

  1. BPHTB tax verification: up to 3 days. The tax on acquiring land rights is paid by the acquirer, and the regency finance office verifies the amount. This is where weeks used to disappear. Now, if the regency has not responded within 3 days, the verification is deemed passed on a “silence means consent” basis.
  2. PPAT deed: up to 2 days. A notary holding PPAT status (authorised for land transactions) draws up the sale deed and files it with the land office.
  3. Registration at the land office: up to 5 days. The office enters the new rights holder in the register and issues the certificate.

Land office staff face progressive sanctions for missing the deadline: a written warning, and demotion or transfer for repeated violations. The same oversight, according to the head of BPN Bali, extends to PPATs. In parallel the ministry expanded its scheduled land survey programme, with a 12-day limit, to 495 offices, 96.3% of the country.

The reform changes neither the rules nor the cost of a transaction. It changes one thing: the deadline has gone from a guideline to an obligation with accountability for missing it.

What it changes for a leasehold villa buyer

Here it is important to separate two processes that conversations often merge into one.

Balik nama, the title transfer, happens when a right to land changes hands: sale, gift, inheritance. The new holder appears on the certificate, BPHTB is paid, and the limit is now 10 days.

A leasehold (Hak Sewa) is a long-term lease of land from its owner. The certificate stays in the owner's name and is not transferred, no BPHTB is paid, nothing is filed with the land office. The agreement is executed as a notarial deed, and its strength depends on the form of the deed, not on the register. Details: how leasehold works in Bali.

So the reform affects the timing of your deal indirectly. In the projects DOMA represents, the Leasehold Agreement is signed before a notary within 10 working days of the deposit, and that limit is set by the contract, not by the land office. The last row matters more than it seems. A certificate check shows the register as of the date of the request. When transfers took two months, there was a long gap between the deal and the register entry, and double sales and disputes fell into it. A ten-day limit shrinks that gap, and the notary's extract reflects reality more accurately.

How to check the land under a villa in 2026

The reform speeds up the process but does not remove the need to check. The order we follow before a deposit.

  1. The certificate exists and matches the plot. Certificate number, type of right (SHM, HGB, Hak Pakai), area and boundaries are checked against the plot plan. The first check is in the Sentuh Tanahku app by number. Details: BPN and what the register shows.
  2. The person on the certificate is the person signing the lease. If the owner has changed and the certificate is still in the old name, we wait for balik nama to complete. In PERINTIS regencies that is up to 10 days, and a request to wait longer needs an explanation.
  3. No encumbrances or disputes. A notary's official request to the land office returns an extract with mortgages (Hak Tanggungan), seizures and dispute notes. No deposit is paid without this extract.
  4. The zone allows a rental villa. This is no longer the BPN register but spatial planning: KKPR and the RDTR zone. A certificate can be flawless while the plot sits in a green zone or LSD. See land zones in Bali.

How this looks in a deal. A typical situation: the plot for a project is bought by an Indonesian partner, and the leasehold with the investor can only be signed once the certificate has been transferred into the partner's name. Before the reform this meant a pause of six to eight weeks during which the deposit sat with the notary and the signing was postponed. In regencies where PERINTIS applies, that pause shrinks to two weeks. Gianyar, home to Ubud and to the projects DOMA represents, joined the programme on 24 September 2026. What the reform does not change

  • The cost of the deal. Registration fees, PPAT fees and BPHTB are calculated under the same rules.

Bottom line: the 2026 ATR/BPN reform cut a land title transfer from about 55 to 10 days, in Bali it applies in Badung and Buleleng since 17 August and in Denpasar, Tabanan, Gianyar and Jembrana since 24 September, while Klungkung, Bangli and Karangasem wait their turn until 1 January 2027. For a leasehold villa buyer the certificate is not transferred, so the main gain lies elsewhere: the register is more accurate, the wait for a seller's certificate is shorter, and “the title is being transferred” no longer explains two-month pauses. Checking the land before a deposit remains mandatory in every regency.
