Ubud: where to buy a villa and what to check

Ubud is not a dot on the map but a district of Gianyar regency with two dozen villages between the rice terraces in the north and Denpasar's outskirts in the south. We have worked here since 2022 and describe the area the way we check it before a deal: zone, water, road, neighbours.

Where it is and how it works

Ubud sits in the foothills of central Bali at roughly 200–300 m — noticeably cooler than the coast, with downpours in the wet season (November–March) and a dry season from May to September. The centre is the junction of Jl. Raya Ubud and Jl. Monkey Forest; within 10–15 minutes around it lies a ring of villages where the villas actually stand: Penestanan and Sayan to the west on the Ayung river, Petulu and Tegallalang to the north, Pejeng and Bedulu to the east, Mas and Lodtunduh to the south.

Roads are the district's main constraint. One north–south axis (Jl. Raya Andong / Jl. Raya Lodtunduh), narrow village lanes, congestion in the centre from 4 to 7 pm. So "10 minutes to the centre" on a map and in reality differ; we measure travel time from project pins by car in normal traffic.

Zoning: what is allowed where

Gianyar regency in the provincial RTRW (Perda Bali 2/2023) is an agricultural-tourism territory: most of the area is rice fields (green zone, LP2B/LSD), along roads and around villages lies the residential zone Kawasan Permukiman (yellow, R1–R3), and in isolated patches the tourism zone Kawasan Pariwisata (pink).

The key takeaway for a buyer: in Ubud rental villas legally sit in residential zone R3 provided the KKPR confirms commercial code KBLI 55193 at the specific coordinates — DOMA verified this in the field. Zone colour decides nothing; the plot's KKPR does. Since 2026 converting a rice field to development is a criminal offence (Perda 4/2026), and six regencies have a moratorium on new permits in overheated zones.

Water, terrain and climate risks

On the Bali Net Zero coalition's risk map (11.09.2026) Gianyar, together with Tabanan, is the agricultural belt: risks are watershed flooding, failures of subak irrigation, landslides on terraces and cliff edges. It is not the south with urban flooding nor the north with drought, but plots by rivers and on slopes need a topographic survey and setbacks.

Water: Bali's demand is 4.06 billion m³ a year against 2.07 billion available. In Ubud supply is PDAM along the main roads plus wells; a commercial villa's well needs a SIPA permit (the legalisation deadline was 31.03.2026). Check the source's flow at the end of the dry season (September–October) and that a storage tank exists.

Infrastructure

Within 10–15 minutes of the centre: international clinics (GP, dental, paediatrics, 24-hour care), Ari Canti hospital in Mas, dozens of international kindergartens and schools, coworkings with meeting rooms, yoga studios, gyms and pools, 100+ Mbit fibre in villas. Serious cases — BIMC/Siloam in Denpasar, 45–60 minutes.

Why Ubud rather than Canggu: land entry is 2–3 times lower, demand is steady year-round (nomads, retreats, families, long stays), and there is less competition per guest. What to check before a deal in Ubud

  • a KKPR for the specific plot with a commercial KBLI, not a "pink/yellow zone" by word of mouth;
  • the plot is not in the LSD/LP2B: an enquiry through the notary, especially if it has a "terrace view";
  • setbacks from river, cliff and temple — from a survey, not a render;
  • the water source and its flow in September–October; a SIPA on the well;
  • access: road width, whether trucks and taxis can get in, rights of way across other plots;
  • the banjar's (village community's) consent to tourism use — in practice a mandatory step.

How far is Ubud from the sea?

From the southern villages (Lodtunduh) to Purnama beach in Sukawati is 24 minutes by car, Sanur 29 minutes, Keramas (surf) 28. From the centre of Ubud add 10–15 minutes. Ubud is bought for steady year-round occupancy, not for the beach.

What occupancy is realistic for an Ubud villa?

Across all Ubud listings the average is about 37% at a $113 rate (platform data, August 2026) — abandoned listings included. Active villas run 60–65%; DOMA-partner villas under professional management 87% (Green Harmony: 88.2% for January–September 2025).

Which part of Ubud is best to buy in?

It depends on the brief: the south (Lodtunduh, Mas) is closer to the sea and airport, with canyons; the north (Petulu, Tegallalang) has terraces and quiet but longer drives; the east (Pejeng) has rice fields 5–10 minutes from the centre. Each village has its own page — with travel times, zoning and water.

Can I buy land in Ubud freehold?

As a foreigner, no — Article 21 of the UUPA agrarian law bars it. Legal formats are a leasehold in your own name (29 + 10 + 30 years in DOMA projects), Hak Pakai for KITAS residents, HGB via a company where a PT PMA is still available.
