What was reviewed
On 30 April 2026 the Bali legislature's special committee on spatial planning, assets and licensing (Pansus TRAP), chaired by I Made Supartha, released its findings on the Plataran resort in Buleleng.
The resort lies inside West Bali National Park (TNBB) on about 382 hectares of state forest. It has 18 villas, each priced at Rp 13.5 million a night.
The violations
Five villas were built directly over protected mangroves. The committee recorded mangrove clearing and soil compaction.
The 100-metre coastal setback from the highest tide line was also breached. The committee cites Law No. 5/1990 on natural resource conservation, Law No. 41/1999 on forestry, Law No. 32/2009 on the environment and Regulation No. 2/2023 on Bali's spatial plan.
Possible consequences
Under the laws cited, offenders face up to 10 years in prison, fines of up to Rp 10 billion, licence revocation and mandatory mangrove restoration.
For now this is a legislative recommendation. The committee wants operations suspended until a full investigation and enforcement are complete. The final decision rests with the executive and law enforcement.
What followed
In June 2026 the Bali legislature handed Deputy Governor I Nyoman Giri Prasta the committee's recommendations on the Kura Kura Bali special economic zone and on violations in Pejarakan village, Buleleng.
He promised to coordinate with the governor and carry out a technical review before acting. That is the usual path for the committee's cases, from recommendation to executive decision.
