What changed
Minister of Immigration and Corrections Agus Andrianto signed Permenimipas No. 10 of 2026, a ministerial regulation. It adds six jurisdictions to the list of those granted visa-free short visits.
The new names are Turkey, Brazil, Peru, Kazakhstan, Belarus and Macau, a special administrative region of China.
The ministry's reasoning
The regulation cites reciprocity, benefit to Indonesia and national security. It also points to tourism potential, economic development and investment opportunities.
The report does not state the length of the visa-free stay or the total number of countries on the list. Travellers should confirm these details on the immigration website before departure.
A country is added when the benefit to Indonesia is judged sufficient. The list can therefore grow or shrink.
Why it matters for Bali
Kazakhstan and Belarus are part of the Russian-speaking audience that rents and buys villas in Bali. Easier entry cuts travel costs for guests and for buyers flying in to view property.
Nothing changes for Russian citizens. They still need a visa on arrival or the electronic e-VoA arranged before the trip.
Visa-free entry is meant for tourism and short visits. It does not give the right to work or run a business in Bali.
How the list works
The visa-free list is set by ministerial regulation. The minister may add countries, special administrative regions and certain entities. That means the list can change without a new law.
Russia remains an important market for Bali. According to Bali.live, 189,432 Russian citizens arrived through Ngurah Rai airport from January to August 2026. That ranks fourth after Australia, China and India.
