What happened
The Bali DPRD special committee on spatial planning, assets and licensing (Pansus TRAP), chaired by I Made Supartha, suspended all construction on the project. The hotel sits on 3 hectares of sloping land in Puhu village, Payangan district, Gianyar regency, and is planned to have about 80 rooms.
The chair said the committee agreed to stop all construction activity.
Violations found
The committee said the works were obstructing irrigation channels. Permits and licensing documents were incomplete. There was no SLF (certificate that a building is fit for use), and the cliffside site counts as a high-risk project under provincial authority.
Project spokesperson I Gusti Bagus Prayuta attended the meeting with the committee.
Conditions for restarting
Work stays on hold until the PBG (building approval), environmental clearance and spatial compliance papers are complete.
The case shows that checks reach international brands, not just small villas. Gianyar regency, which includes Ubud, is clearly on the watch list.
A series of inspections
This is not the committee's first halt. On 1 October 2025, Pansus TRAP and Satpol PP stopped works on the 4-hectare Amankila site in Karangasem, where the groundwater permit and PBG-SLF were still pending.
The same day, in Padangbai village, the committee found a resort built 3 metres from a river where 5 metres is required. The owner agreed to remove the offending part. The committee checks big brands and small properties against the same documents.
