What happened
On 28 October 2025, Badung's public order police (Satpol PP) sealed a villa in Padang Linjong, Canggu village, North Kuta district, detikBali reported.
Officers placed demolition stakes and a line separating legally titled land from the area controlled by the river authority.
The violations
The villa takes up about 2.5 are (around 250 square metres) of riverbed and riverbank. Part of the garden, the pool and some rooms fall inside that area.
Measurements were done by the BPN land agency and the Bali Penida river basin authority (BWS). The property has no title to that land and lacks both a building approval (PBG) and a certificate of fitness for use (SLF).
Next steps
The owner received a second written warning to remove the structures in the river zone voluntarily. The case is handled by I Nyoman Kardana, head of enforcement at Badung Satpol PP, and agency chief I Gusti Agung Ketut Suryanegara.
If the owner does not comply, the case will go to a committee that can ask the Badung regent for a forced demolition order.
Context
Badung has been tightening control for some time. In July 2025 Governor Wayan Koster said the province no longer issues permits for tourism facilities on productive land.
At the time nearly 50 illegal buildings at Bingin Beach had been demolished, 9 more violations had been identified, and the Step Up building in Jimbaran had been ordered to reduce its height.
