What LP2B is and the new figure
LP2B (Lahan Pertanian Pangan Berkelanjutan) is farmland legally protected from conversion to other uses. According to Investor Trust, by September 2026 Indonesia had given this status to 87.52% of its baseline rice field area.
That beats the 2029 goal early. Interim targets were lower, at 78% for 2026, 81% for 2027 and 84% for 2028. In January 2026 the figure based on provincial spatial plans stood at around 68%.
Who is lagging and why
Seven provinces remain under 87%: Riau, Jambi, Banten, Bali, West Kalimantan, East Kalimantan and Papua.
For Bali, the outlet points to farmland being turned over to tourism development. The LP2B targets are set out in Presidential Regulation No. 12 of 2025 on the 2025-2029 medium-term development plan.
Background for Bali
In November 2025, Agrarian Minister Nusron Wahid said LP2B covered only 62% of Bali's rice field base under the provincial RTRW spatial plan. He announced a moratorium on farmland conversion on the island at the same time.
He said Bali had lost an average of 1,254 hectares of farmland a year over five years, with total rice fields put at 68,078 hectares.
What is happening at provincial level
According to the outlet, the national figure rose from about 68% to 87.52% in eight months. The effort was led by Agrarian Minister Nusron Wahid, Housing Minister Maruarar Sirait and Coordinating Food Minister Zulkifli Hasan.
Bali is building its own LP2B map. In July 2026 the province announced faster designation of such land in every regency, while Provincial Regulation No. 4 of 2026 already restricts conversion of productive land.
