The decision
Governor Wayan Koster and Suyus Windayana, director general of spatial planning at the ATR/BPN ministry, announced faster LP2B designation. LP2B is farmland legally protected from conversion to other uses.
The work covers every regency and city in the province. "The province is committed to faster protection of productive farmland," Koster said.
The legal basis
The first document is Provincial Regulation No. 4 of 2026, which restricts conversion of productive land and bans transferring land rights through nominees.
The second is Regulation No. 2 of 2023 on Bali's provincial spatial plan (RTRW) for 2023-2043. It sets the zones that the RDTR detailed plans then refine.
Incentives for owners
Owners whose land is designated LP2B are promised lower land and building tax (PBB), fertiliser assistance and priority for farm infrastructure.
Officials link the effort to President Prabowo Subianto's food security agenda. Bali is also being considered as a possible Bappenas pilot region for the sustainable development goals.
The article gives no deadline for finishing the mapping and does not say how many hectares each regency is expected to designate. The final map may therefore differ noticeably from current plans.
Why now
In November 2025, Agrarian Minister Nusron Wahid put LP2B coverage in Bali at 62% under the RTRW plan, against a national requirement of 87%. In September 2026 Bali was still one of seven provinces below that mark.
In December 2025 the governor's Instruction No. 5 barred regents from changing LP2B status in spatial plans. Faster mapping is meant to fix this land on the official map.
