Sayan, the Ayung valley and the upper edge of Ubud prices
Sayan is the ridge above the Ayung river gorge west of Ubud. Jl. Raya Sayan runs along it from Penestanan in the south to Kedewatan in the north, and on the western side of the road the plots drop into the valley. Four Seasons Resort Bali at Sayan has stood on this slope since 1998, and since then Sayan has been the address for boutique hotels and private villas with river views. It is the most expensive land in Ubud. DOMA has no projects here, and our two-bedroom villa economics from $139,000 do not fit this place. We source and check Sayan plots on request by the same method.
Where it is
Sayan village stretches along Jl. Raya Sayan between Penestanan to the south and Kedewatan to the north. East of the road are rice fields and banjars, west of it the land falls to the Ayung, Bali's longest river. Below is the river with its rafting routes, above are the hotels and villas with terraces over the valley. The drive to central Ubud goes through Penestanan and the Campuhan bridge, which jams in the evening.

Zoning and land
Along Jl. Raya Sayan and the side lanes lies the residential zone PBG">KKPR confirms a commercial KBLI code (55193)">Kawasan Permukiman, patches of tourism zone Kawasan Pariwisata appear at the large hotels on the slope, the rice fields to the east are RTRW, the">Perda">green zone, and the gorge itself is protected river territory. In Sayan the decisive factor is not the zone colour but the setbacks. The river protection strip (sempadan sungai) and the cliff-edge setback cut a noticeable share out of a "view plot", and after that the building footprint may fail the intensity test.
The rule is the same as across Ubud. A KKPR at the exact coordinates with a commercial KBLI, an LSD/LP2B enquiry through the notary, a topographic survey with setbacks. Since 2026 converting a rice field for development is a criminal offence under Perda Bali 4/2026, and the moratorium in six regencies has restricted new permits in overheated zones. How to read the zones is explained in the article on land zones.
Water, terrain, risks
The Ayung drains a large watershed, so in the wet season the gorge floor floods and rafting is cancelled in heavy rain. The slopes are steep, and after prolonged rain they slide. On the Bali Net Zero risk map these are exactly the risks flagged for Gianyar's agricultural belt, watershed floods and slope landslides. A plot above the Ayung needs a geological assessment of slope stability, retaining wall calculations and drainage, and a pool on the rim is the most expensive and most vulnerable element of the project.
Water comes from PDAM along Jl. Raya Sayan and from wells, which are deeper on the ridge than in the valley. A commercial villa needs a SIPA, and the flow is checked in September and October. What to check on water is in the article on water and wells, and on risks in the review of climate risks by location.
Infrastructure nearby
Sayan's infrastructure is hotel infrastructure. Resort restaurants and spas are open to outside guests, and Jl. Raya Sayan has cafés overlooking rice fields, yoga spaces and warungs. The supermarket, museums and restaurants of Sanggingan are 5–8 minutes away, the centre's clinics, schools and coworkings 10–12. The road along the ridge is narrow, one lane each way, and that will not change.
For a guest Sayan is a "valley view and quiet" address, not a "stroll through the centre" one. For a long-term resident it matters that Bintang and the Penestanan cafés are close at hand. More on Ubud's infrastructure.
Prices and demand
Ubud land runs $250–750/m² (DUVI Q3 2026) with an average of $316/m² (LandLoom, 05.2026). Sayan occupies the top of that range, and view plots above the Ayung are offered above its upper bound. This is an assessment from the offers we see, not a market measurement. Plots without a view on the eastern side of the road are noticeably cheaper, yet still above Petulu and Mas. A completed Ubud villa costs $250,000–500,000 (Magnum Estate, 06.2026), and in Sayan the ticket usually starts above that corridor.
Who it suits. A buyer of a boutique hotel or a premium private villa, where the view and the neighbours' brands matter more than yield per dollar invested. An investor with our two-bedroom economics should look at the Wos canyon in Lodtunduh, where entry at Mirador starts from $139,000. The segment comparison is in the article on 2026 prices.
FAQ
Why is Sayan the most expensive land in Ubud?
Because of the Ayung valley view and the Four Seasons and Mandapa neighbourhood. View plots are offered at the top of the Ubud range of $250–750/m² and above, based on the offers we observe. Plots without a view on the eastern side of the road are cheaper.
Can I build on the slope above the Ayung?
Only with setbacks from the river and the cliff edge, a geological assessment of the slope and retaining wall calculations. After the setbacks the footprint may turn out small and fail the KKPR intensity test. We check this on the survey before any deposit.
How does Sayan differ from Kedewatan?
It is one ridge above the Ayung. Sayan is further south, closer to Penestanan and the centre, while Kedewatan is further north, closer to the rafting starts and the road to Payangan. Prices are comparable, and both are above the rest of Ubud.
Does DOMA sell villas in Sayan?
No. Our two-bedroom economics from $139,000 do not fit here, it is a different segment. We source and check Sayan plots on request by the same method, with KKPR, survey, water check and banjar consent.
